Message from the Director of Student Services
Welcome to the Department of Student Services!
I have been proudly serving the students, staff, and families of Phillipsburg for 31 years. My previous PSD positions include elementary teacher, Director of K-5 Curriculum, PSD New Teacher Induction Coordinator, and PES Principal. The New Jersey Department of Education recognized me as the 2016 Warren County Teacher of the Year and Finalist for New Jersey State Teacher of the Year. I am a teacher at heart with a love of school and learning, and I am always looking for ways to connect with students and families.
At the heart of our work is a deep commitment to supporting the success, well-being, and growth of every student in our district. We believe that all students deserve access to quality instruction in a safe, inclusive, and supportive environment. The collective goal of our team is to ensure that students receive the academic, behavioral, emotional, and social supports they need to thrive.
The Department of Student Services oversees a wide range of programs, including special education, nursing services, home instruction, Section 504, McKinney-Vento students, mental health and counseling services, health and wellness, attendance, and student safety. We work closely with families, educators, and community partners to create a network of support that reflects the diverse needs of our students.
Whether you are a student, parent, staff member, or community member, we welcome your collaboration. Please do not hesitate to reach out if you have questions, need assistance, or would like to learn more about how we can support your child's journey.
Together, we can ensure that every student feels seen, supported, and empowered to reach their fullest potential.
Warm regards,
Darlene M. Noel, Ed. D.

Below you will find the Special Services Handbook which provides information regarding special education staff, paraprofessionals, nurses, etc. for each school building containing special education classes. It also explains the referral process for students referred for evaluations for special education and 504.
